Music education does not refer to a single type of ensemble — it encompasses all sorts of different groups that ensures that there is something for everyone. Some schools only have one or two of these kinds of groups, while others are able to diversify the classes they offer and have multiple groups. With more support and funding, it would be optimal to have all of these options for students so they can learn in as many ways as they can and find what works best for them.
Some schools have a single music teacher for a variety of classes, whereas others have specific band/orchestra/choir teachers. It all depends on funding and interest in the different programs.
